The article analyzes the foundations of the formation of the foreign policy of the Republic of Kazakhstan, which, first of all, are influenced by the traditions of the historical development of this country, its geopolitical location in the center of the Eurasian continent, transport and communication potential and the presence of large reserves of natural resources. It is emphasized that in modern Kazakhstan there is still no holistic perception of many historical events and processes, in particular those that were hushed up during the imperial and Soviet periods. At the same time, in the scientific discourse of the country, there is a rethinking of national history through criticism of the previous historical experience. It is noted that after the formation in the middle of the fifteenth century. In the Kazakh Khanate, the progressive development of statehood was replaced by a period of struggle against foreign invaders – first the Dzungars, and then the Russian Empire. It ended with the loss of statehood, the struggle for the restoration of which is presented in the form of a teleologically constructed narrative of the heroic struggle for independence, which includes a number of historical events and periods. The process of modern nation-state building in Kazakhstan is based on the consolidating role of the titular nation, which contributes to the growth of interest in historical issues and is accompanied by a gradual loss of the influence of Soviet-Russian narratives in political and historical discourse. A feature of the foreign policy of the Republic of Kazakhstan is a multi-vector approach, which has developed historically and is designed to ensure a balance between various geopolitical centers of power. The priorities of Kazakhstan's foreign policy are determined: the development of allied relations with the Russian Federation, a comprehensive strategic partnership with the PRC, an expanded strategic partnership with the United States, strategic relations with the Central Asian states, an expanded partnership and cooperation with the European Union. ; У статті проаналізовано засади формування зовнішньої політики Республіки Казахстан, на які, у першу чергу, впливають традиції історичного розвитку цієї країни, її геополітичне розташування у центрі Євразійського континенту, транспортно-комунікаційний потенціал та наявність великих запасів природних ресурсів. Підкреслюється, що у сучасному Казахстані поки що відсутнє цілісне сприйняття багатьох історичних подій та процесів, зокрема тих, які замовчувалися під час імперського та радянського періодів. Водночас, у науковому дискурсі країни відбувається переосмислення національної історії через критику попереднього історичного досвіду. Наголошується, що після утворення у середині ХVст. Казахського ханства поступальний розвиток державності змінився періодом боротьби з іноземними загарбниками – спочатку джунгарами, а потім Російською імперією. Він завершився втратою державності, боротьба за відновлення якої представляється у вигляді телеологічно побудованого наративу героїчної боротьби за незалежність, який поєднав низку історичних подій та періодів. Процес сучасного національно-державного будівництва у Казахстані відбувається з опорою на консолідуючу роль титульної нації, що сприяє зростанню інтересу до історичної проблематики та супроводжується поступовою втратою впливу радянсько-російських наративів у політичному та історичному дискурсі. Особливістю зовнішньої політики Республіки Казахстан є багатовекторність, що склалася історично і має забезпечити балансування між різними геополітичними центрами сили. Пріоритетами зовнішньої політики Казахстану визначені: розвиток союзницьких відносин із РФ, всебічне стратегічне партнерство із КНР, розширене стратегічне партнерство зі США, стратегічні взаємини із державами Центральної Азії, розширене партнерство і співробітництво з Європейським Союзом.

The article analyzes the features of the socio-economic development of the Republic of Kazakhstan after gaining independence in 1991. It is noted that historically the economy of Kazakhstan for many decades was formed as a raw material base for the unified national economic complex of the USSR. Under the conditions of independence, the raw materials industries, primarily the fuel and energy and mining and metallurgical complexes became the basis for the socio-economic development of Kazakhstan, thanks to which the country made an economic breakthrough and deeply integrated into the world economy. Kazakhstan is the leader among the post-Soviet countries in terms of the volume of attracted foreign direct investment, which contributed to the increase in the extraction of natural resources, the construction of new industrial enterprises and infrastructure facilities. The most important trade and investment partners of Kazakhstan are the European Union, the Russian Federation, China and the United States. At the same time, despite the geographical proximity, common social and ethnocultural features, only 4.9% of Kazakhstan's foreign trade falls on the neighboring countries of Central Asia. The dependence of Kazakhstan on the sale of raw materials, the low investment attractiveness of the manufacturing industries make the country's economy vulnerable to changes in the situation in the commodity markets, periodically lead to an aggravation of the socio-economic situation. In the structure of Kazakhstani exports, about 70% are products of the extractive industry. A problem in the development of the energy sector is the limited supply routes for energy carriers to world markets. The issue of changing the model of economic growth through the development of high-tech sectors of industry and support for small and medium-sized businesses is extremely relevant. The system of public administration, which is too bureaucratic and cumbersome, also needs to improve efficiency. Also, a reform of social policy is ripe, which should be aimed at increasing social support for citizens. It is necessary to change the strategy for the development of regions, primarily with regard to the creation of jobs and the reduction of regional imbalances. ; У статті проаналізовано особливості соціально-економічного розвитку Республіки Казахстан після здобуття незалежності у 1991р. Зазначається, що історично економіка Казахстану протягом багатьох десятиліть формувалася як сировинна база єдиного народногосподарського комплексу СРСР. В умовах незалежності сировинні галузі, у першу чергу паливно-енергетичний та гірничо-металургійний комплекси, стали основою соціально-економічного розвитку Казахстану, завдяки яким країна здійснила економічний прорив та глибоко інтегрувалася у світову економіку. Казахстан є лідером серед пострадянських країн за обсягом залучених прямих іноземних інвестицій, які сприяли нарощуванню видобутку природних ресурсів, будівництву нових промислових підприємств та об'єктів інфраструктури. Найважливішими торгівельними та інвестиційними партнерами Казахстану є Європейський Союз, Російська Федерація, Китай та США. До того ж, незважаючи на географічну близькість, спільні соціальні й етнокультурні риси, тільки 4,9% зовнішньої торгівлі Казахстану припадає на сусідні по регіону країни Центральної Азії. Залежність Казахстану від продажу сировинних ресурсів, низька інвестиційна привабливість обробних галузей промисловості залишають економіку країни вразливою до змін кон'юнктури на сировинних ринках, періодично призводять до загострення соціально-економічної ситуації. У структурі казахстанського експорту близько 70% складає продукція видобувної промисловості. Проблемою для розвитку енергетичного сектору є обмеженість маршрутів постачання енергоносіїв на світові ринки. Вкрай актуальним є питання щодо зміни моделі економічного зростання шляхом розвитку високотехнологічних секторів промисловості, підтримки малого та середнього бізнесу. Потребує підвищення ефективності й система державного управління, яка є занадто забюрократизованою та громіздкою. Також назріла реформа соціальної політики, яка має бути спрямована на збільшення соціальної підтримки громадян. Необхідна зміна стратегії розвитку регіонів, у першу чергу щодо забезпечення робочих місць та зниження регіональних диспропорцій.

The article analyzes the reasons and consequences of the spread of the ideology of left populism in Greece. It has been established that the success of the SYRIZA Coalition of Left Radical Forces, which was in power in Greece during 2015-2019, was facilitated by a number of factors. The most important among them: the popularity of leftist ideas in the social and political space of Greece; the traditions of populism inherent in most of the country's political forces; unbalanced fiscal policy, structural macroeconomic imbalances, low statistical reliability and significant government debt; the world economic crisis of 2008-2009; deterioration of social standards and demographic indicators, the spread of unemployment; negative impact of the migration crisis; the tough position of Greece's creditors, on whom public opinion blamed the country's socio-economic problems. It is noted that the phenomenon of left populism in Greece was the fact that immediately after the victory in the elections, SYRIZA, sandwiched between the demands of creditors and the real state of the economy, abandoned radical left populist ideas and was forced to pursue a neoliberal economic policy. Already in 2016, the country returned to slow economic growth, and in 2018 the financial assistance program was completed. However, due to the failure to fulfill its own campaign promises, SYRIZA lost power in the 2019 elections and took a centrist place in the Greek political system. A significant merit of the SYRIZA Coalition of Radical Left Forces was the successful resolution of an almost thirty-year dispute with North Macedonia over the name of the latter. The opinion is substantiated that for Ukraine the main conclusion from the analysis of the Greek events of the early XXIst century is the realization of the fact that the complex problems of a political and socio-economic nature that face our country do not have a simple and quick solution. To achieve success, Ukraine must consistently defend its own national interests, strengthen sovereignty and independence, and pursue a balanced budgetary and financial and economic policy. ; У статті проаналізовано причини і наслідки поширення ідеології лівого популізму у Греції. Встановлено, що успіху Коаліції ліворадикальних сил СІРІЗА, яка перебувала при владі у Греції протягом 2015-2019рр., сприяла низка чинників. Найважливіші серед них: популярність лівих ідей у суспільно-політичному просторі Греції; традиції популізму, які притаманні більшості політичних сил країни; незбалансована бюджетно-фінансова політика, структурні макроекономічні дисбаланси, низька достовірність статистичних даних та значний державний борг; світова фінансово-економічна криза 2008-2009рр.; погіршення соціальних стандартів та демографічних показників, поширення безробіття; негативний вплив міграційної кризи; жорстка позиція кредиторів Греції, на яких суспільна думка перекладала відповідальність за соціально-економічні проблеми країни. Зазначається, що феноменом лівого популізму у Греції став той факт, що відразу після перемоги на виборах Коаліція радикальних лівих СІРІЗА, затиснута між вимогами кредиторів і реальним станом економіки, відмовилась від ліворадикальних популістських ідей і була вимушена проводити неоліберальну економічну політику. Вже у 2016р. країна повернулася до повільного економічного зростання, а у 2018р. була завершена програма фінансової допомоги. Проте через невиконання власних передвиборних обіцянок СІРІЗА втратила владу на виборах 2019р. і зайняла центристське місце у політичній системі Греції. Вагомою заслугою Коаліції ліворадикальних сил СІРІЗА стало успішне вирішення майже тридцятирічної суперечки із Північною Македонією щодо назви останньої. Обґрунтовується думка, що для України головний висновок із аналізу грецьких подій початку ХХІст. полягає в усвідомленні того факту, що складні проблеми політичного та соціально-економічного характеру, які постали перед нашої країною, не мають простого і швидкого вирішення. Щоб досягти успіху, Україна повинна послідовно захищати власні національні інтереси, зміцнювати суверенітет і незалежність, проводити збалансовану бюджетну та фінансово-економічну політику.

The article explores the state and development trends of modern international relations. It is noted that modern scientific thought has not yet developed unified approaches to characterizing the current stage in the development of international relations. At the same time, many scientists and political analysts assess the current state of international relations as a new "cold war". In support of this position, they point out that in recent years a whole network of clashes, wars and contradictions has developed around the world, at the center of which were disagreements of the same nature as during the years of the first Cold War. At the same time, there is an opinion that the current relations between the West and the Russian Federation cannot be characterized as a new "cold war". The status of Russia today cannot be compared with the status of the USSR, China is much stronger than the Russian Federation, and the United States remains the dominant force in the world. It is noted that, although the current conflict in many respects differs from the first Cold War, there are a number of general signs that suggest the similarity of modern international relations with the conflict of the previous historical period. The tools that participants in the conflict can use have changed, the role of ideology has decreased, and, on the contrary, the importance of the economy, technologies and the information sphere has increased, nuclear weapons have a different influence and geography, and the processes of globalization significantly affect the dynamics of international relations. But in a sense, the current conflict can be called a continuation of the first Cold War. Ukraine, along with some other post-Soviet countries, has become an arena of confrontation between the collective West and the Russian Federation in the context of the new Cold War. Based on this, the main priority of Ukraine's foreign policy should be the effective implementation of the European and Euro-Atlantic integration strategy. Joining the Euro-Atlantic security system and approaching Western standards of democracy, law and socio-economic development will be the main guarantee of independence and further progressive development of the Ukrainian state. ; У статті досліджуються стан та тенденції розвитку сучасних міжнародних відносин. Зазначається, що сучасна наукова думка ще не виробила єдиних підходів до характеристики нинішнього етапу розвитку міжнародних відносин. Проте, багато науковців та політичних аналітиків оцінюють сучасний стан міжнародних відносин як нову «холодну війну». На підтвердження цієї позиції вони вказують, що останніми роками у світі розгорнулася ціла мережа зіткнень, війн і суперечностей, у центрі яких виявилися розбіжності того ж самого характеру, що і в роки першої «холодної війни». Водночас, існує думка, що нинішні відносини Заходу із РФ недоцільно характеризувати як нову «холодну війну». Статус Росії нині не можна порівняти зі статусом СРСР, Китай є набагато сильнішим за РФ, а США залишаються домінуючою силою у світі. Зазначається, що, хоча нинішня конфліктність з багатьох параметрів відрізняється від першої «холодної війни», існує ціла низка спільних ознак, які поєднують сучасні міжнародні відносини із конфліктом попереднього історичного періоду. Змінився інструментарій, який можуть використовувати учасники конфлікту, зменшилась роль ідеології і, навпаки, зросло значення економіки, технологій та інформаційної сфери, інший вплив та географію поширення має ядерна зброя, суттєво на динаміку міжнародних відносин впливають процеси глобалізації. Але у певному сенсі нинішній конфлікт можна назвати продовженням першої «холодної війни». Україна, поряд із деякими іншими пострадянськими країнами, стала ареною протистояння колективного Заходу та РФ в умовах нової «холодної війни». Виходячи з цього, головним пріоритетом зовнішньої політики України має бути ефективна реалізація стратегії європейської та євроатлантичної інтеграції. Входження до євроатлантичної системи безпеки та наближення до західних стандартів демократії, права та соціально-економічного розвитку буде головною гарантією незалежності та подальшого прогресивного розвитку Української держави.

The article explores the revolt of Kazakh people against the Russian colonial policy which took place during World War I in 1916. There are analyzed the main reasons of the revolt, amongst whichsocio-economic factors as well as political factors are determined. In spite of the fact that the revolt of 1916, which had taken the form of National Liberation Revolution, generally was defeated, it causedthe growth of national self-determination, the increase in political participation and also formed certain experience of independent Kazakh people's state-building. The revolt swept almost the whole territory of modern Kazakhstan and took an unprecedented scale and cruelty within the Russian empire. In consequence, the significant losses were incurred and hundreds of thousands of people were forced to leave their homelands. These events are considered to be the direct consequence of the colonial police of the Russian Empire towards the subdue peoples. ; У статті досліджується повстання казахського народу проти російської колоніальної політики, яке відбулося під час Першої світової війни в 1916 році. Аналізуються головні причини повстання, серед яких визначаються фактори як соціально-економічного, так і політичного характеру. Незважаючи на те, що повстання 1916 року, яке набуло форми національно-визвольної революції, в цілому зазнало поразки, воно призвело до зростання національної самосвідомості, збільшення політичної активності та сформувало певний досвід самостійного державного будівництва казахського народу. Повстання охопило майже всю територію сучасного Казахстану та набуло неймовірного для Російської імперії масштабу і жорстокості. У результаті були понесені значні втрати, а сотні тисяч людей змушені були покинути свої землі. Ці події стали прямим наслідком колоніальної політики Російської імперії щодо поневолених народів.
